A dog-eat-dog world

In this cartoon, two Al Qaeda members holed up in a cave get a scare of their own. As one terrorist holds a jar of poison, the other watches an Al Qaeda training video of the poison’s effect on dogs, which brings People for the Ethical Treatment of Animals (PETA) to mind. Sometimes cartoonists use satire to make a point. Satire is the use of irony, derision, or wit to expose folly or wickedness. How does the cartoonist use satire in this cartoon?
